<p>PROVIDENCE &#8211; A boy with disabilities who attends private school in New York City is still considered a resident of Westerly, where he attended public schools until fifth grade, the Rhode Island education commissioner&#8217;s office says in a recent ruling.</p>
<p>But the boy&#8217;s parents&#8217; allegation that Westerly Public Schools failed to provide him a free appropriate public education &#8211; their reason for moving him to a Brooklyn school &#8211; is a matter that still needs to be weighed by the Rhode Island Department of Education, the commissioner&#8217;s office says.</p>
<p>This week, Education Commissioner Deborah A. Gist released the decision for the ongoing tuition dispute that dates to 2008.</p>
<p>The boy, who is identified only as Student Doe because he is a juvenile, is a lifelong Westerly resident who began attending public schools here when he was in preschool.</p>
<p>He was enrolled in the district&#8217;s special education program, but by the time he reached fifth grade his parents became &#8220;increasingly concerned with&#8230; his failure to make academic progress&#8221; and the &#8220;impact his academic difficulties were having on his ability to focus, be organized, and maintain behavioral and emotional control,&#8221; the commissioner&#8217;s ruling says.</p>
<p>The parents of the boy, 11 years old at the time, searched for an appropriate alternative day school, but they were unable to find any within driving distance that would accept the boy in a program.</p>
<p>The parents turned to New York City, where they own an apartment. There, they found a specialized day school that they deemed appropriate for their son&#8230;.</p>
<p>&#8230;..But the tuition dispute remains unresolved: the parents&#8217; contention that Westerly failed to provide him with a free appropriate public education is a matter to be decided in another hearing before the state education department. </p>

<p>The global-warming establishment took a body blow this week, as the UN Intergovernmental Panel on Climate Change received a stunning rebuke from a top-notch independent investigation.</p>
<p>For two decades, the IPCC has spearheaded efforts to convince the world&#8217;s governments that man-made carbon emissions pose a threat to the global temperature equilibrium &#8212; and to civilization itself. IPCC reports, collated from the work of hundreds of climate scientists and bureaucrats, are widely cited as evidence for the urgent need for drastic action to &#8220;save the planet.&#8221;</p>
<p><a href="http://westerlyteaparty.com/wp-content/uploads/2010/09/rajendra_poachaur-300x300.jpg"><img src="http://westerlyteaparty.com/wp-content/uploads/2010/09/rajendra_poachaur-300x300.jpg" alt="" title="rajendra_poachaur.jpg" width="300" height="300" class="alignleft size-full wp-image-1522" /></a>But the prestigious InterAcademy Council, an independent association of &#8220;the best scientists and engineers worldwide&#8221; (as the group&#8217;s own Web site puts it) formed in 2000 to give &#8220;high-quality advice to international bodies,&#8221; has finished a thorough review of IPCC practices &#8212; and found them badly wanting.</p>
<p>For example, the IPCC&#8217;s much-vaunted Fourth Assessment Report claimed in 2007 that Himalayan glaciers were rapidly melting, and would possibly be gone by the year 2035. <strong>The claim was actually <em>false</em></strong> &#8212; yet the IPCC cited it as proof of man-made global warming.</p>

Why do they accept as fact statements from politicians because of their positions? Why are the politicians so quick to take credit for successes that may not be theirs and blame others for mistakes that may be theirs? I am told it is just politics.</p>
<p>The inertia of big government is compounding our problems. Politicians say they can’t cut spending because there are too many entitlements or too many in need. They say they can’t cut programs because they are non-discretionary. Meanwhile the bill for each program is mounting. There is no willpower being displayed either in our statehouse or from Washington. They just continue to run up the debt.</p>
<p>So many of the politicians have no successful business experience. They don’t know a balance sheet from an income statement. Some of our officials can’t, haven’t or won’t pay their taxes and head agencies or committees responsible for creating the very tax laws they expect us to abide by. I’m expected to have faith in these people! You’ve got to be kidding me!</p>
<p>I worked for years in business. I was busy with my family and didn’t elect to take the time to get involved. I, as many did, had obligations to meet. I was an optimist and thought those in elected or appointed positions would eventually get things right. I was wrong!</p>
<p>I want business-minded people in elected office. I want unvarnished facts from my officials. I am tired of halftruths and innuendoes. A simple example is in order. As reported in the Wall Street Journal from official federal sources, individuals making over $200,000 paid 52 percent of all federal income taxes in 2008. The money they paid in was 65 percent higher than those same individuals paid in when the big Bush tax cut was passed in 2003. Furthermore, they paid more than the bottom 97 percent of all taxpayers. It is fact that these same taxpayers will, as they have in the past, not invest in those sectors of the economy that lead to growth, those sectors that hire employees in productive capacities. It is fantasy to believe that they will stand pat and stay in states that further impede investment and growth opportunities. We need a tax code that works in that regard.</p>
<p>As I have said before, I will campaign and vote for those that will accept the challenge that hard decisions have to be made if we want a better future for ourselves and families. To vote smart, look closely at your candidates. Forget the good buddy or just the party lever, make a good choice. It is your heritage at stake.</p>

<p>PROVIDENCE – The red, white and blue lawn signs are up; the candidates are knocking on doors, and campaign fliers are arriving in mailboxes almost daily as 285 candidates jockey for 113 seats in the Rhode Island legislature.</p>
<p>There are common threads in many of the races: union leaders making good on their promises to oppose lawmakers who voted to cut public employee pensions. Republicans taking broad-brush swipes at the Democrats who control Smith Hill. <a href="http://www.projo.com/blcS.sc?search=General+Assembly&amp;cat=all">General Assembly</a> leaders working hard behind-the-scenes to help their friends and defeat their enemies.</p>
<p>On the Senate side, there are 14 primary races. Nine pit challengers against incumbents while the rest –– with one exception in which two Democrats are fighting for the opportunity to take on the Senate’s one independent — are scrambles for the handful of open seats.</p>
<p>On the House side, there are 33 Democratic primary races that will be decided on Sept. 14 and four Republican contests, including one in which a retired East Providence school principal who supports binding-arbitration in contract disputes, and voted against cuts in public employee pension benefits, is being challenged from the right by a former student.</p>
<p>Eight of those House races feature contests for open seats. Incumbents are fighting to keep their seats in others. And political heavyweights from outside local district lines have joined the fight in some of the hottest races.</p>
<p>In Bristol-Warren, for example, incumbent Rep. Douglas Gablinske says state AFL-CIO President George Nee went “union door to union door” seeking votes for his Democratic primary opponent Richard Morrison, a lawyer who promises on his campaign website that he “will never vote to decrease state education funding to our district.”  </p>
